Permanent Exclusions (PEX)

When a Headteacher decides to permanently exclude a pupil, the school's Governing Board must consider whether the pupil should be reinstated. This is usually done through a committee of Governors, known as a Governor Disciplinary Committee.

This Committee is made up of the school's own Governors and Clerks of London supports the Committee throughout the process: our Clerk reviews all documentation in advance, attends the Hearing to advise on procedure, and works through our deliberation template with the Committee to support clear, well reasoned decision making. The decision itself always remains with the Governors.

Because our Clerks are experienced in both Permanent Exclusion Hearings and Independent Review Panels (IRPs), we're well placed to help Committees avoid the kinds of procedural pitfalls that can later be challenged at an IRP.

Following the Hearing, our Clerk prepares accurate minutes and drafts the outcome letter for the Chair's approval, ready for distribution without delay and no later than five school days after the Hearing.
